After collaborating with F. W. Murnau on Der letzte Mann/The Last Laugh (1924), Sunrise (1927, US) and Four Devils (1929, US), Mayer returned to Europe, first to France, where he co-wrote Paul Czinner's Melo (1932), and later to Britain, where his consultancy on Pygmalion (1938), the docimentary The Fourth Estate (1939) and Major Barbara (1941) was uncredited.

Carl Meyer started his film career in 1919 with the scripts for the two archetypal expressionist films, Das Cabinet des Dr Caligari/The Cabinet of Dr Caligari (1920, co-author Hans Janowitz) and Genuine (1920), both directed by Robert Wiene. After these successes, his name became more closely associated with psychological dramas such as Hintertreppe/Backstairs (1921), Scherben/Shattered (1921), and Sylvester (1923) which helped initiate the Kammerspielfilm.
