After graduating from high school, Klein-Rogge studies art history in Berlin and Bonn while taking acting lessons. In 1909 he has his stage debut as Cassius in Shakespeare's Julius Caesar. From 1918 to 1924 he acts at the Berlin Lessing Theater.
In 1914 Klein-Rogge is married to the script writer Thea von Harbou, who divorces him in 1921 to marry Fritz Lang. Starting in 1919, Klein-Rogge also acts in films, after his first role in Fritz Lang's Kampfende Herzen (1920) he becomes one of the leads in Fritz Lang's films. He is the dervish in Der Mude Tod (1921), Dr. Mabuse in Dr. Mabuse, Der Spieler (1921/22), King Etzel in Die Nibelungen (1922-1924), the inventor Rotwang in Metropolis (1925/26), and Haghi in Spione (1927/28). In Testament des Dr. Mabuse (1932/33) he again plays the shady title character.
By 1942, the year he does his last film, Klein-Rogge has been in 80 films. But after 1933 he is increasingly hired for bit parts only.
Klein-Rogge's second marriage is to Margarete Neff, his third to the actress Mary Johnson.
He dies, almost forgotten, in Austria in 1955.
